On naked shorting and the role DTCC plays in allowing it with their "STOCK BORROW PROGRAM" allows for the phantom shares to be electronically possible creating two sets of shares and one being phantom shares. DTCC is coming under scrutiny and now it seems they might be doing something about this practice. Please note this is very recent event (February 24, 2021)
