Naked shorts exist 100%, MMs allowed to naked short to create market but some of crooked ones use this little loophole to manipulate. Sadly sec doesn’t make them disclose the info daily so they take full advantage of it to manipulate.

GME classic example of more shares shorted than the company even has.
