If you are allowed to move the goalposts, you move the goalposts. The DSMC only allows trials in the "promising zone" change their primary endpoint. Below is HGEN press release about the interim results with explanations how the trial process works. Look at all the detail explained. The DSMC told them they had 37% efficacy. 37% efficacy will give them statistical significance in a trial of 520.
