Maybe that's where you and I are getting hung up. You seem to be saying it will be "open" this summer based on the DEM info but operational by end of year per the company PR.

What's a open but non-operational recycler mean? Open = operational in my mind.

The rub is if the company is saying it will be operational by this summer to YOU and not everyone else.
