Is Institutional/Fund ownership 132% of 55 million outstanding shares? Is it possible that HGEN has over 100% of the float shorted?

People are saying you cannot look at reported short interest because of ETF tricks that can be done.

We may be seeing the same things GameStop is seeing. I have been looking at FINRA numbers. Let me tell you, having over 100% ownership recorded is extremely hard to find anywhere ever, even on FINRA. Keep in mind FINRA does not have exact numbers as the date recorded can be many months back. STILL I am having a hard time finding any company with over 100% insty ownership other than HGEN and GME (example AMC is only about 35% insty owned). If so, even if we were to assume that retail owns no shares and that HGEN is only owned by funds and institutions and using FINRA numbers:
55 million * 132% insty/fund ownership =
72.6 million shares existing shares when only counting FINRA instys/funds

72.6 - 55 =
17.6 million extra shares (not including retail!)
19.1 million share float according to IHUB quite details

Looking at numbers from IHUB:
19.06 million --> the float
55.00 million --> total shares
