"So, why does FDA have IPIX on this list?"

That sounds rhetorical but I'll answer it anyway because it's easy.
It's a list of all the publicly traded companies that have or MIGHT have any interaction with the FDA. It would be hard to find a food or drug related company that's NOT on the list whether they have revenues or not.

IPIX is on the list because it is subject to FDA regulation. So is Campbell Soup. So is NanoViricides (not a single clinical trial undertaken). So are 9,183 other publicly traded companies, international and domestic. It includes at least one company whose trading has been suspended by the SEC.

"A publicly traded company, US or foreign stock exchange, is added to the SRO List if it meets either of the following criteria:

It is an organization for which the sales of products regulated by the Food and Drug Administration (FDA) constitute ten percent or more of annual gross sales in the organization's previous fiscal year;
An organization that does not have a record of sales of FDA-regulated products will be deemed to be significantly regulated if its operations are predominately in fields regulated by FDA, or if its research, development, or other business activities are reasonably expected to result in the development of products that are regulated by FDA."

The list doesn't say when any given Company was added to it and I don't know when IPIX was added, but to look at its inclusion as "very interesting" suggests a significance that's hard to justify. And even if it was inexplicably only added very recently it would be hard to understand why its addition would cause a slowing in IPIX trading volume, as has been suggested, unless all those prior big volume days came about as the result of the trading activities of "FDA employees as well as their spouse and minor children".
