These are not filings.

They are disclosures to the unregulated OTC Markets Group, which is not a governmental agency and a "pay to play" private business.

ALKM did not follow their obligations under federal law to file, which is why they unregistered in September 2019 from SEC filings obligations.

They simply did not want to disclose properly and hide the nasty details from the public.

This post from September 2018 details some of the criminal activity that occurred here.

Most egregious was the rampant promotion running concurrently with inside financiers selling their stock to penny stock marks for exorbitant prices.

All while fully ignoring the "current information" clause of Rule 144 to allow them to legally sell the stock they acquired for .0001 to the public.
