I have WAMU 'Escrows'. A number of people have tried to move them to a Roth.
You CAN'T. The main problem IS, they have NO value.
The IRS wants it's TAX on the value. There is no value, so it can't be taxed.
If it was worth even a few cents, then I believe it would be able to be taxed on the move, until then, no dice.

I spoke to my broker a few times and that is the way I understand how it works.
