Buffett doesn't use charting. Famously Buffett doesn't even have a computer on his desk in Omaha.

There's no academic proof that TA can predict stock performance. Why is TA popular? Because any idiot can think he can spot a trend in a wiggly line. Also Fundamental Analysis is really hard, requiring years of study.

Brokers LOVE charting because it encourages frequent trading.
