Yes, the SEC does indeed "decide" all matters regard Stock Trading, BUT since you seem so very convinced something is going on why is it you're not willing to provide key points on makes you perceive this stock is being manipulated, because if not, what you're saying doesn't amount to anything but subjective conjecture and this is not intended to be a put down to you, it's just common sense. Also, this question has nothing to do with "deciding" anything on your part, it has to do with your REASON for raising this kind of question, nothing more. Not only this when someone files a complaint with the SEC, you will definitely have to provide them with the reasons why you are filing the complaint.
