OR an individual - the clown promoter and penny fraud that the SEC busted top of this week in Irvine CA was notorious at "spoofing" (flashing fake orders on either side - Bid or Ask) to entice stock movement as you correctly point out.

The dude Fassarri is in huge ass heap of trouble now :)

"SPOOFING" fake Bids and/or Ask "stock orders" into the Level II system as you describe it = an actual SEC recognized "crime" of "flashing" fake Bids or Asks to "assist" one's own position to the detriment of other shareholders and is textbook for dirty hedge funds aka toxic debt diluters etc !!
