This is the OTC.....why would you expect anything else?

Many platforms don’t show ARCA on L2 ( because it costs extra) so if he is involved then you don’t really know what’s going on anyway, not to mention that mm rarely show full size
L2 is just another indicator that helps to figure out what the stock “might “ do on any given day

You have to look at the big picture based on your own DD
