The Gov. let them get to big. They ship to 20 or more countries. Bigger than anyone imagines. They control businesses large and small all over Mexico. They basically march in and take over. They have armies of 10k or more completely outfitted better than real army. For Mexico its to late. They even control cable companies and newspapers. Thats why they don't write about cartels in Mexican newspapers. They even control all sweet vendors.
