Cat, having been around penny stocks for about 12 yrs. now, I do not believe that the kind of news you are sighting makes any difference in the stock price. I have seen this thing happen time and time again and everyone gets all excited thinking that their ship has come in when in fact it has not really sailed at that time.

The only thing that is really going to move this or any penny stock is news that they are making money and a lot of it year over year, and even then it doesn't help if the money they are making is only within the forecast for that year. If they are making more than forecasted or at least getting contracts that point to that, then the price may rise. But until then it is only a flipper.
