China and the US have totally different political system so it is hard to compare apple to orange. The national people’s congress convenes every year, the representatives will propose initiatives and votes new laws and regulations.

If we have to make a comparison I would like to say Mrs. Shen is like a senator in the US.

To be met by a top central government official in China, you have to be somebody and has done something.
