They are being accused of being fraudulent in some way. They have not conducted any business to prove otherwise to OTCs satisfaction.
The CE only hinders stock trading. It has no bearing on their business decisions. If they are conducting a RM they should be done by now and demonstrating they are no longer an empty shell.
The OTC is basically accusing them of making statements about a RM or other business to sell stock. Until they complete a RM or conduct some other business they make this look true.
If they needed to sell stock to pay for the RM....then they are at an empasse...
