They are put on the restriction list when there is a lot of shorts out and this way the brokers control the covering. Its not a problem for the investor who is long or going long.
To trade you have to call the broker. Ask for the on line rate and the problem is solved. Restrictions are usually lifted when the short covering comes into line with the companies position.
