Yes, it is confusing, but, I think it means they can give the shares to them at any time, like Bernd already got 12B, but, not sell them before the maturity.

Like I said many times here, they will do a RS to uplist to Nasdaq, and there is a rumour saying they want to do it when the PPS is at .70 - 1.00.

At .70 it will be a very small RS, like 7:1.
