Looks like the NSCC has realized that there is a lot more risk out there than previously thought so they are putting restraints on the options guys to make them more responsible for the risk i.e. if you don't have the capital to handle the options if they go against you, then don't write them.

The American Republic will endure until the day Congress discovers that it can bribe the public with its own money.
