My opinion but I don't think that is what is being said. I think they/he believes the NV State sight reflects the true OS and when the RM is announced OTC will update that OS. This is strictly my opinion of what he is saying. Wont be long before we know because of his stated time line. Also my opinion that if he is right all HELL is going to break loose !
