I don't believe there is a good answer to this question, given what I have stated previously about the lack of publicly available information about ICOA's financials and their lack of an internet presence.

Anyone can see that they haven't posted financials since 2014 and that they were almost $15 million in debt operating at a loss of over $1 million that year here:
