This may account for the sell-off in the past couple of days. The Polymet statement does not say why the EPA has filed a voluntary motion to remand the water quality decision, other than to suggest it did not make 'explicit findings' (whatever they are) in 2018, when the MPCA certified that the project will not affect the State's water quality. Why, then, are they now given 3 months to do what they should have done 3 years ago? One can only assume that they are again running scared of yet more frivolous litigation from the environmentalists.
