Look at the listing of the symbol on OTC markets. Take note of the CEO he's listed as George Strouthopoulos - not Shawn Rhoads. You'll also note that the site is listed as http://www.icoacorp.com
https://www.otcmarkets.com/stock/ICOA/profile
No website. http://www.icoacorp.com
No financials in the last 6 years and the last year showed insolvency. https://www.otcmarkets.com/stock/ICOA/financials
It doesn't look good to me that just this last December ICOA's Securities Counsel, Thomas J Craft Jr, has been charged with participating in a scheme to fraudulently facilitate the sale of millions of shares of microcap securities to retail investors. Does that mean anything? That's not for me to decide - this is just publicly available information.
You can find Thomas J Craft Jr's name on attorney letters here:

You can see the SEC release on Thomas J Craft Jr here:

Based on what is available it appears this symbol will eventually be delisted due to SEC rule 15c2-11. Feel free to research 15c2-11: https://www.sec.gov/news/press-release/2020-212
