For me i read it as a signal to the other people making the market to hold on a while. I never expect much action when i see them.
Like "dont let the price rise, waiting on funds to buy at this price" so they hile6 it.
When we see 111 or 1111111 or 1111111 then the lid usually blows off.

Of course I could be totally wrong. Have a look around and see what you see.
