Agreed in principal. I think JT wants a home run PR involving the names of the higher parties involved. To do that, it takes all kinds of approvals from the others involved. So, I understand. I think you want to do this PR right, and announcing of it being closed without the others being named is problematic. However, they should have all had the PR ready to go instead of screwing around with putting it together after the fact.
