It doesnt matter, the point is the SEC is taking away the exemptions and exceptions for quotation. That is why this new rule is being pushed forward as the majority of these dark securities the broker dealers were using the exemptions and exceptions of the Rule.

In order to quote a security there must be current information on OTC Markets and a Form 211 in place.
