Ellicottville Incinerator Proposal/Questions

http://concernedcitizens.homestead.com/Eville_incinerator.html

"We're very skeptical, having seen a number of similar proposals modified later to burn other wastes that are far more lucrative, at the expense of local people's health. Bartosek has a record of utilizing government subsidy programs to start projects that often aren't long-lived. By packaging this project as an "alternative energy source," Bartoszek would take advantage of substantial public subsidies."

Some questions that concern me:

I would like to know what was done, if anything, to stop the other incinerators from burning toxic wastes, etc, how many are there, and where are they located? How could anyone allow modifications and who allowed them? Are these incinerators opened twenty-four hours a day? Also, I wonder about Bartosek's record of utilizing government subsidy programs is all about. I would hate to see our environment any further damaged and for people to have any health problems caused by this incinerator. Politics should not be allowed to jeoparize our environment and health, and we need to find out much more about this problem; I find it disgusting that proposals were allowed to be modified. I'm sorry but if that is true, or if Bartosek does have a shady past, maybe we all should be concerned; clean energy needs to be kept 100% clean; nothing less. Any answers would be appreciated; I'm very concerned with this project.
