new sec rules:

Exchange Act Rule 15c2-11

i actually read the sec's new regulations (Sept 2020)- and companies that have no filings - no commercial activity - or does not exist will have no market (the "or not exist" refers to use of dead company's shell)

in summary, a broker-dealer cannot make a market for a security without the proper available information about that company - ie filings, capitalization, balance sheet - assets

"the amendments generally prohibit broker-dealers from publishing quotations for an issuer's security when issuer information is not current and publicly available..."

it mentions exceptions which ipwg does not exhibit - "actively traded securities of well-capitalized issuers" (ipwg has no assets)

no quotations - no market
