Learn how trades are reported. There's two sides to every trade, but only the first leg is reported. If the initiating MM has no shares, that trade is marked short. But, in almost all trades, a closing long sale occurs.

Short volume is meaningless. Only short interest should be looked at. And that number is only about 100,000. Retail doesn't short low priced stocks, not when $2.50/sh worth of marginable securities MUST be put at risk.
