You are getting confused by marketing language. OTCmarkets wants credibility so they are using language that actual exchanges use.

But even what they say makes no sense. A stock on the pink sheets is quoted by otcmarkets.com. A stock on the otcqb is quoted by otcmarkets.com. Neither of the stocks are listed on an exchange. The term listed had a very specific definition in relation to stock markets.

This conversation is a perfect example why normal people can’t talk anymore. People want to change the English language to suit their needs without regard for the actual historical definition.
