Not true. There may be some higher level strategies that agree with what you're saying. But at the heart of it, every options contract is based on a lot of 100 shares. Some people just buy and sell contracts. Some people write contracts without owning the shares, but if strike price hits and buyer exercises then seller must purchase shares to fulfill the contract.

Options has become so popular that it is more about the contracts and shares never change hands in many instances. It's all about the OPTION to exercise those rights if strike price hits.
