If you believe in the potential to increase the value of ASTI's stock up to $ 1, don't you think a buy at $ 0.028 or $ 0.034 is not a factor which should influence your decision? In my opinion, in your position, my decision will be easy to make. Even at $ 0.037 the decision to buy is obvious to me.
