i.e. attempting to BUY even on the ASK and you may or may NOT get any shares, OR you'll get a partial fill.

In light of this if you attempt to BUY on the BID your chances of NOT getting any shares period increase significantly!

Never seen this before EVER throughout many years of buying stocks on ANY EXCHANGE!!
