There is way more money to be made above two cents than below.
There is at most two cents a share to be made shorting to zero. Also they would need to cover by having cash before shorting. So it costs double initially.
There isn't anyone doing that and if they are they don't understand 2 is a low number and that there are a bunch of numbers above 2 that are bigger.
