There has been some small chatter of replacing the Fed's decision making each month on the base interest rate to just having it tied to a federal bond rate, like the 3 month. That way the rate would be more indicative of the market conditions (as "voted by thousands/millions of market participants) rather than several Fed Presidents' perceptions of the market. In that way, the Fed would never raise rates when it wasn't appropriate and kill momentum, and they wouldn't have low rates for too long to create bubbles. But, it's very small chatter. I doubt it would happen anytime soon at least.
