I have it. Don't really like their user interface, but it works well. Commission might be high for penny stocks though. $5 up to some number of shares per trade, don't remember the number.
You have to open an account, and after it is funded (I guess they might see it as "funded" if you transfer shares to it? I transferred money.), you have to call them (toll free, costed me about 15 SEK though) in the UK to unlock OTC trading.
