APWC(NASDAQ) is a data cable & power line cable maker(for electric line and wind & Solar power cable). It might have happened by low float play 3.4M shares only float. Market Cap is only $60M, however it generates $305M sales annually. So it has Price to sales ration about 0.19(phenomenal sales compared to the size of company).
