In the first 2 paragraphs you can see the tests were carried out to track how a bioweapon from terrorists would impact a major city. So intent was to understand how it might spread and develop strategies to prepare. Yes it had unintended consequences and therefore collateral damage.

Our high altitude nuclear testing had unintended consequences in its impact on the magnetic field. Antibiotics have unintended consequences in they decimate good bacteria too. Vaccines have unintended consequence in causing neurological issues if it leads to encephalitis. Metal implants are meant to improve peoples mobility but they too have myriad of unintended consequences from metal ion corrosion.

The road to hell is paved with good intentions. I post here with good intentions and at times its been hell.
