Are you sure it isn't the FINRA TAF charge they tag on to the sell? If you are buying large quantities it could be that. They charge .000119 x the amount of shares you are selling but it caps at 5.95. So 10.90 would make sense, but 12.90 doesn't unless there is another fee on top of that.
