Are you sure it isn't the FINRA TAF charge they tag on to the sell?
If you are buying large quantities it could be that. They charge .000119 x the amount of shares you are selling but it caps at 5.95.
So 10.90 would make sense, but 12.90 doesn't unless there is another fee on top of that. It is explained here under "other fees":
