There are no other long term solutions. Ward spent years and millions finding that solution. Even the engineering studies were completed 3 years ago. The outages were severely under reported with many industries forced to shut down including the auto makers. The Mexican gov't is under massive pressure from the public, industry and unions to fix the problem. Interesting that the unions understand the fix.
