Certainly, short sellers may want to engage in the wishful thinking that PPP funds were obtained by some form of chicanery, but Occam's Razor tells us differently.

At some point it's time to read the writing on the wall... because if we don't, we could wake up to see our shares trade as Total... and how will shorts deliver those shares without going bankrupt?
