Can someone more learned than me explain how long term investor can dilute? I thought only the company can dilute shares, how can someone else do that?

Maybe link me to a post that talks about how that is done. As far as I know say a company wants to buy something but they don't have capital, they might dilute to that, but apparently they said on twitter that it was long term investors so i don't know how that would work thanks!
