I think (and hope) that there a good likelihood that there is value to this stock, even as a shell.
The principal(s) may have transferred assets to another entity(ies) but still could be responsible for the actions of this entity (USNL), especially if they increased the float, which it looks like they (or someone) did (somewhat) from what is listed in otcmarkets.com, which was last updated 07/10/2020. https://www.otcmarkets.com/stock/USNL/security
If they continue to sell shares to benefit themselves then I was under the impression they have certain responsibilities to the shell. (I could be wrong.)
I don't think you can call this a scam at this point as it's clear the owners have at least one asset that possibly can be linked to USNL, admittedly though we don't know.
It's easy to concerned with their lack of transparency, but recent DD has hopefully shown more about the principals.
