The low float is honestly the only thing that's going to keep this thing going, and it can for sure keep it going in the manner you speak of. The actual business of SECI is non-existent and in debt - Pericles would have to have brought in a new investor for there to be an actual business in the future. Would rather hold my remaining shares for a merge or ticker buyout than sell for crumbs when there is still that potential due to the low float that they held. Not diluting, even a single time when there was so much opportunity to, was in turn the best thing they ever did for shareholders, going forward.

If the float was higher, there would be no chance of anything happening. 300k, even on grays, can be reworked fairly quickly if absorbed by a legitimate company.

I have to imagine something is in the works, as otherwise they would have just filed for bankruptcy and dissolved the company after all this.
