I don't see how 2/21 would not be the latest filing date if the original due date was Tuesday, 2/16. It is +5 calendar days.

That would be filing deadline IMO. I would think everything is strictly digital with the filing so edgar would be able to put it out for publication the same day. If not and they wait for the next work day, then 2/22 would be the publication date.

Will expect nothing until 2/22 but possibly could come on Fri, 2/20, if Leo wants to get PR out and let the market digest it over the weekend.
