I'm happy to provide what I can, crash. I've received this information second-hand from colleagues who work directly with the FDA and there's also plenty of articles about the SEC, FTC, FDA sending warning letters to companies or suspending them for unsubstantiated coronavirus claims. These agencies, FDA included, are cracking down on behavior they see as "pumping". I believe Leo wants to avoid any such reputation and stay in the good graces of any governmental agencies he's involved with, especially the FDA and SEC.
