Bush will absolutely, positively 100% veto it... there is no doubt that it will hurt Republicans, but Bush does not politicize this issue. It is just what he believes and he will veto it based on that alone.

The only way that federal spending for stem cell research would have passed presently is if the House would have received two-thirds of the vote for the Bill.
