America under Trump fell way behind China on lithium batteries and you are never going to catch up in your first term.
From the Washington Post paragraph 2:
China dominates battery production today, with 93 gigafactories that manufacture lithium-ion battery cells vs only four in the United States, according to Benchmark Mineral Intelligence, a prominent data provider. If current trends continue, China is projected to have 140 gigafactories by 2030, while Europe will have 17 and the United States, just 10.

Dear Uncle Joe, the USA has already lost this battery-making battle and with 44 to 50 Republican resistors (seditionists) in the Senate for the next 2 years you have no chance of catching China. American EV manufacturers need to practice puckering up their lips this year to perfect sucking on China's lithium flavored tit... or maybe sucking on something a little lower on the Chinese body if they really want the good-stuff lithium fast(er) that is if they can even buy Chinese lithium/batteries at all.
