Other possibility is some sort of institutional buyer gobbling up shares prior to a shell purchase/merger.
Moody is known to do this and possibly could be his group. (They’ve done A W G I, and a few others that went well above penny land).

Basically, they go to court to get the rights to the shell, clean it up, post the filings, and then find a company to merge it with. It’s time consuming but the money is well worth it if all goes well.
