Suggests that stage one is complete: Stage One will include the development of the Master Plan where the entire project will be divided into 7 areas (districts), each with its own theme and lifestyles that include shopping centers, health complexes, bilingual education centers, mountain homes and condominiums all of which must be built within the safeguards designed to preserve and protect the environment and natural flora and fauna.
